The decision no 29-NQ/TW on the fourth of November 2013 sets the specific goals for university education which is to focus on training high quality human resources and developing good characteristics and the ability to self study. The decision emphasizes the professional competence of the teaching staff; Hung Yen University of Technology and Education has the important mission in training majors at different levels, following the trend of professionaloriented higher education (POHE). Teachers are considered to play the important role in providing vocational teachers for the professional and educational system to develop the labour force serving in industrialization and modernization process.
