Development investment from state budget plays a requisite role in the socioeconomic development of a country or a province in Vietnam. However, in recent years, development investment from state budgets in Vietnam has still been inefficient. This has been proved by various scientific researches on the efficiency of public sector, in which development investment from state budgets is considered as the key part. In fact, every research carried out has mentioned different aspects of development investment from state budgets. Development investment from local state budgets, recently, has contributed to the socio-economic development, restructuring the economics of localities pursuing industrialization and modernization, improving infrastructure and technology, promoting the construction of modern rural areas.
