Nowadays, continuing education, lifelong learning, and learning society construction are essential for every nation and people in order to live and work in a dynamic and rapid changing world. In Vietnam, right after the nation‟s independence, President Ho Chi Minh proposed the idea of life long learning. Following Ho Chi Minh‟s idea, the leading Party and State, for many years, have promulgated guidelines and policies defining the role and necessity of education, lifelong learningand learning society for all.
